Andrés Barreto González

Mr. Barreto holds a law degree (JD) from Universidad del Rosario (Colombia), as well as two master degrees, one in International Affairs from the Universities (Externado/ Columbia/ SciencesPo) and the other in International Legal Studies from the University of Barcelona (Spain). Mr. Barreto has two postgraduate degrees, one in Administrative Law (Universidad Javeriana, Colombia) and other in International Politics from the Universities (Externado/Columbia/SciencesPo).

He has experience in both the public and private sector, where he has worked as legal advisor and manager of entertainment and services companies, Of Counsel in law firms, lawyer in the Bogotá Chamber of Commerce, and as attorney for international organizations and nonprofit organizations.

In the public sector he has served in the public ministry of his hometown, Bogota, as delegate for security and coexistence affairs, he has served as legislative advisor in the Colombian Senate, legal advisor for the Youth Program of the President’s Office, and as international relations director of the Bogotá Mayor’s Office..

He has served in different positions in the Colombian Ministry of Foreign Affairs, where he has been legal advisor, deputy director of legal affairs, and deputy director of protocol and diplomatic privileges and immunities.

Mr. Barreto has more than ten years of experience working as a lawyer, professor, and researcher in the fields of public and international law. He is a member of the Colombian Academy of International Law, the International Bar Association, and the Colombian Jurists Association, where he serves as Secretary General

Juan Pablo Herrera Saavedra
Deputy Superintendent for Competition Protection



Economist, with a Master's Degree in Economic Sciences with an emphasis in Economic Theory and Policy from the National University of Colombia. He has been a public officer of Economic Studies at the National Planning Department (DNP, for its acronym in Spanish), professor at several universities, including UNAL, Los Andes, Javeriana, Rosario, among others, in undergraduate and postgraduate programs on issues of Law and Economics. Author of several articles in academic journals and referee of different indexed magazines at national level. International lecturer, invited by the World Bank and the OECD to share reflections related to free competition in different workshops and conferences held in Mexico, the Philippines, Argentina and Kenya.

Since 2008, he has been providing his expertise in the Superintendence of Industry and Commerce (SIC). First as an advisor in the Superintendent's Office, then as Head of Economic Affairs and Acting Chief of the Planning Advisory Office, and recently as Deputy Superintendent responsible for Competition Protection.

Claudia Lemus
Lawyer - Senior Advisor of the Superintendent of Industry and Commerce (SIC)



Ms. Lemus is currently a final year PhD candidate at Queen Mary University of London, whose research Project relates to competition law. She also holds a Master’s Degree in Competition Law at Queen Mary University of London, where she has served as a Lecturer in Competition law. Ms. Lemus has one posgraduate degree in Procedural Law at the National University of Colombia.

In the public sector she has served for over fifteen years among the judiciary branch and the Colombian Competition Authority. At the moment she serves as Senior Advisor of the Superintendent of Industry and Commerce of Colombia.

María Manuela Palacio
Lawyer and Philosopher – Elite Group Against Collusions (SIC)



She studied Law and Advanced Studies in Philosophy at “Los Andes” University. She has been a researcher of the Colombian Arbitration Committee (CCA) of the Chamber of Commerce of Bogotá and of the Sociojuridical Research Center (CIJUS) of “Los Andes” University. She also served as Coordinator of the Research Seeds in State Contracting and in Family and Labor Law.

She is currently part of the Elite Working Group against Collusions of the Deputy Superintendence for Competition Protection of the Superintendence of Industry and Commerce.

Ginette Sofía Lozano Maturana

Economist from the Externado University of Colombia with a degree option at Toulouse I-Capitole (France) and Magister in Applied Economics from “Los Andes” University. She has been Consultant at the National Planning Department (DNP, for its acronym in Spanish), professor at the Externado University of Colombia, in undergraduate and postgraduate programs on Microeconomics and Law issues. Additionally, she has been External Consultant at the Inter-American Development Bank (IDB) as Technical Coordinator in analysis and research related to Public-Private

Partnerships. Author and Co-author of several articles in academic journals, IDB publications and Analyst in La República (Economics Newspaper in Colombia).

Since January 2018, she has been providing her expertise in the Superintendence of Industry and Commerce (SIC) as Economist in the Economics Affairs Group.

Santiago León Gómez
Lawyer - Working Group on Restrictive Practices of Competition (SIC)



JD. Universidad del Rosario (Colombia, 2001); Master in Law, Universidad de los Andes (Colombia, 2009); Postgraduate Studies in Constitutional Law (2005).

In the public sector, he has served as public officer for the Bogotá City Council and the Social Integration Secretary, where he participated in the drafting of public policy instruments and regulations applicable to various economic activities (Urban Planning, Taxation, Social Services and Investment in Bogotá Agencies, among others).

In the private sector he has served as an attorney for public utilities, venture capital funds and startups with impact in the Latin-American market. He is member of the Colombian Chapter of the International Society of Public Law (ICON-S) and lecturer at the International Economic Law module at the Master´s Degree in Law at the University of Ibagué (Colombia).

He joined the Working Group on Restrictive Practices of Competition at the Superintendence of Industry and Commerce in 2016.

Aura María García Pabon
Economist – Advisor of the Superintendent of Industry and Commerce (SIC)



Aura is an Economist and MSc in Economics, Competition and Regulation from Tilburg University in the Netherlands. Advisor to the Superintendent of Industry and Commerce in antitrust issues, especially regarding economic analysis of cartels and mergers. Before becoming an Advisor to the Superintendent, Aura worked for a couple of years as a Research Economist at the Economic Studies Unit at the SIC and as a Research Assistant at the Colombian Central Bank. Aura is also a Professor on microeconomics, regulation and antitrust at Javeriana and Externado Universities in Colombia, in undergraduate and postgraduate programs of Law and Economics.

Francisco Melo Rodríguez
Lawyer - Advisor of the Deputy Superintendent for Competition Protection (SIC)



Francisco is a Lawyer from Rosario University (Colombia), has postgraduate degrees in Financial Law (Rosario University) and Commercial Law (Los Andes University) and also holds a Master degree in Law from Los Andes University.

He has been working for ten years in several divisions of the Superintendence of Industry and Commerce of Colombia. First, he worked in the Deputy Superintendence for Jurisdictional Affairs, serving as a judge for unfair competition and industrial property affairs. Then he joined the Deputy Superintendence for Competition Protection, where he directed several areas dedicated to develop investigations in antitrust matters. Jorge Andrés Pérez Orduz
Lawyer – Advisor of the Superintendent of Industry and Commerce (SIC)



Andrés Pérez Orduz is a Lawyer with a master's degree (LL.M.) from Tilburg University and extensive experience in competition and consumer law. Currently, he advises the Superintendent of Industry and Commerce in competition law matters and is responsible for reviewing all Decisions made on these issues. Previously, he served as Merger Control Coordinator of the Superintendence of Industry and Commerce, Acting Coordinator of the Restrictive Practices Group and Acting Deputy Superintendent for Competition Protection.

He is also a Professor of the graduate specialization in Competition Law at Javeriana University in Bogotá. Before joining the Superintendence, he worked at the law firm Philippi Prietocarrizosa Ferrero DU & Uría, where he advised and represented clients in litigation and administrative proceedings in matters related to restrictive business practices, merger control, unfair competition and consumer protection.

Andrew Tyrie



The Rt. Hon. Lord Andrew Tyrie has been Chairman of the Competition and Markets Authority since June 2018.

Andrew was a Conservative Member of Parliament for 20 years. He led Parliamentary work to help resolve aspects of the financial crisis as Chairman of the Parliamentary Commission on Banking Standards (created for the purpose) from 2012-2013. He was elected Chairman of the Treasury Select Committee from 2010-2017 and elected Chairman of the Committee chairs from 2015-2017.

He has worked closely for and with several Prime Ministers and Chancellors of the Exchequer. He has also been a senior economist at the EBRD, and a fellow of Nuffield College, University of Oxford.

Michael Grenfell



Michael Grenfell took up his role as Executive Director, Enforcement, at the Competition and Markets Authority in July 2015.

As Executive Director in Enforcement, Michael is responsible for leading the CMA’s enforcement work on Competition Act cases, criminal cartels and consumer enforcement, to provide value to markets and consumers. Working closely with the Chief Executive and as a member of the CMA Board, Michael’s role provides strong, visible and dynamic leadership of the CMA’s enforcement work.

Michael was previously Senior Director, Sector Regulation and Concurrency at the CMA and before that was a Solicitor and Partner at the international legal practice Norton Rose Fulbright LLP (previously Norton Rose), specialising in competition and regulatory law. Michael is also a member of the City of London Law Society Competition Committee.

Andrea Gomes da Silva



Andrea was appointed as the CMA’s Executive Director, Markets and Mergers in March 2018. She is a member of the CMA’s Senior Executive Team and Policy Committee and also sits on the CMA Board.

Andrea’s role includes advising the Board across the markets and mergers portfolio, as well as providing strategic leadership of the CMA’s work in these areas. She is also a decision maker in relation to Phase 1 mergers.

Andrea was previously Senior Legal Director for Mergers, Markets and Regulatory Appeals at the CMA and prior to that was a partner at Freshfields Bruckhaus Deringer. While there she was seconded to the CMA’s predecessor organisation, the Office of Fair Trading, to work as part of the team producing the guidance on the CMA’s new powers under the Enterprise and Regulatory Reform Act 2013.

Mr. Ashok Kumar Gupta, a 1981 Batch IAS officer, joined the Competition Commission of India as Chairperson in November, 2018. He has more than 36 years of wide ranging experience with Government of India and with Government of Tamil Nadu. His last posting in Govt. of India before joining the Commission was as Secretary to GOI in the Department of Defence Production. He was responsible for matters such as Industrial Licencing, FDI Policy, Export Procedure. Previously, he held several positions in Ministries of Defence, Health, Heavy Industries, Shipping, MSME, Commerce & Industry. While posted as Joint Secretary in the Ministry of Health, he was dealing with matters relating to International Cooperation, Hospitals, National Cancer Control Programme. He was instrumental in formulating several Govt. policies such as Automobile Policy, Prime Minister’s Rojgar Yojana, ‘Make’ Procedure in defence procurement and establishing Vardhman Mahavir Medical College, Delhi. He has extensive experience in Industry, has headed and turned around State Public Sector Units and served on the Boards of Central and State PSUs such as Hindustan Aeronautics Ltd., Heavy Engineering Corporation, Tamil Nadu Cements and many others. A gold medallist in Mechanical Engineering from Delhi University, he also holds a Post-Graduate degree in Public Administration from Syracuse University (USA) and an M.Phil. degree in Defence and Strategic Studies from Madras University.
